DfE 2026/27 Allocations: Identified Data Issue Impacting Retention Calculations

At Pro16plus Ltd, we are committed to ensuring transparency and accuracy in post-16 funding and data processes. Following our analysis of the 2026/27 DfE allocations dataset, we have identified a specific issue affecting a small cohort of learners under particular circumstances.

What’s the issue?

The affected learners are those who:

  • Were enrolled on a vocational AIM
  • Withdrew within 42 days, meaning they did not qualify as a ‘start’
  • The was aim originally recorded as a component aim within the Census return

As part of the DfE’s allocation methodology, an algorithmic review process is applied to adjust certain aims (typically reclassifying between core and component where appropriate).

However, in these cases:

  • The learners aim did not meet the criteria for inclusion in this review (as they were not starts)
  • Despite this, some aims were incorrectly reclassified from component to core

Why does this matter?

This misclassification has a direct impact on retention calculations:

  • The learners are now recorded as having withdrawn from a vocational core aim
  • This results in them being marked as not retained
  • In reality, they should have been considered retained, based on the remaining elements of their programme

Financial impact

Each instance of this issue results in an estimated funding impact of approximately:

£2,600 per learner

While the number of affected learners is relatively small, the cumulative financial impact for institutions can be significant.

What should schools and colleges do?

We recommend that providers:

  • Review affected learners who withdrew within 42 days on vocational programmes
  • Check for unexpected core aim classifications
  • Assess whether retention has been incorrectly calculated
  • Prepare evidence in case of query or appeal processes
